IT Home reported on October 26 that the Shanghai Municipal Commission of Economy and Informatization and five other departments issued the Shanghai Satellite Internet Industry Innovation and Development Action Plan (2027–2030) today.
IT Home noted that the plan calls for breakthroughs in network architecture and coordinated integration technologies, with a focus on developing and validating in orbit mission driven network system architectures, direct satellite connectivity for mobile phones, space based computing power, integrated space air ground networks, and the convergence of communications, sensing, computing, and intelligence. It aims to achieve inter satellite rerouting and handover latency of less than 5 ms and a handover success rate above 99.9%, support space based information inference and peak AI computing power of more than 30 POPS on a single satellite, seamlessly integrate terrestrial and satellite networks, and support highly reliable operation of large constellations and coordination among multiple networks.
In addition, the plan calls for focused development of technologies and products including ground systems for large low Earth orbit satellite constellations, consumer grade multimode terminals with direct satellite connectivity, and intelligent unmanned applications based on megaconstellations. It aims for the digital measurement, operation, and control system of a megaconstellation to be capable of managing at least 3,000 satellites, among other targets, and to facilitate efficient access to and operation of constellation systems for ground based user equipment.
