David Sacks expects fully permitted data-center projects still get finished in 2027, but new ones will stall because nobody will bet $50B on unclear rules.
By 2028 he expects the pipeline to be closed or sharply cut, with a big hit to the economy.
“When you’re talking about infrastructure of this magnitude, these gigawatt data centers, they cost around $50 billion. Nobody can make that investment in conditions of uncertainty. The last thing you ever want to do is break ground on a project like that, and then when you’re halfway through, you get enjoined. You end up with a strike by your workers or some community group that stops you. You really need conditions of certainty before you make an investment like that. And I think that we’re headed towards conditions of great uncertainty.”

Chamath: A data center freeze after the midterm election helps the hyperscalers (Amazon, Meta, Microsoft, Google and SpaceX) and hurts everyone who rents compute.
The hyperscalers already have built data centers and power, so a freeze makes what they hold scarcer and worth more.
Neoclouds and labs like OpenAI and Anthropic need much more compute every year to grow, and a freeze cuts off the new supply they were counting on.
