IT Home reported on November 3 that the National Development and Reform Commission held a press conference today in its “Forging Ahead in the 15th Five-Year Plan” series to brief the public on efforts to foster and strengthen new growth drivers.
Wang Ruomeng, deputy director of the Innovation and High-Tech Development Department of the National Development and Reform Commission, said that, regarding the risk of AI replacing jobs that concerns the public, authorities will strengthen monitoring and early warnings, better align the social security system with changes in employment structures and ways of working, and provide basic safety-net and broadly accessible social security.
On protecting rights and interests, she said that for issues of public concern such as algorithmic discrimination, deepfakes and privacy leaks, technological measures should strengthen the ability to trace the sources of misuse and malicious use. Illegal and criminal acts committed using AI must be resolutely combated to ensure that the public’s lawful rights and interests are not infringed, with particular protection for groups such as older people and minors.
On mental health, she called for clear boundaries between humans and machines, stronger guidance and intervention to prevent addiction and emotional dependence, and improved channels for psychological assistance and intervention to address AI’s impact on mental health.
According to CCTV News, China currently leads the world in the speed of AI development and the scale of its applications, and has achieved positive results in creating new drivers of economic growth, improving people’s well-being and enhancing government governance.
Wang Ruomeng said AI is moving from laboratories into factories, fields and offices.
In industry, more than 56,000 smart factories have already emerged;
In agriculture, pesticide and fertilizer use has fallen significantly, field management has become more precise, and ordinary farmers are moving away from old methods that relied on experience and the weather;
In the service sector, AI agents in finance, logistics and foreign trade can automatically perform tasks such as contract review, customs declarations and tax filings, insurance claims settlement and loss assessment, while new business formats and models such as “employee + AI agent” are emerging.
AI has now moved beyond isolated pilot projects toward coordination across research and development, production and distribution, showing enormous potential to improve efficiency, reduce risks and save costs.
Wang Ruomeng said that during the 15th Five-Year Plan period, China will continue to draw on its strengths, including a complete industrial system, abundant application scenarios and strong engineering capabilities. It will emphasize using practical applications to drive technological innovation, coordinate efforts at the individual scenario, industry and system levels, and deepen and expand the “AI+” initiative.
At the individual scenario level, China will organize work on “AI+” applications, prioritizing risky, dirty, tiring, complex and difficult settings such as mining, work at height, and emergency response and disaster relief. It will use AI to address pain points in these industries and establish more model applications and benchmarks.
At the industry level, China will continue developing national pilot-scale bases for AI applications in manufacturing, energy, transportation, healthcare and other sectors. To address common problems in industry applications, it will coordinate the supply of computing power, models, data and other resources, accelerate the formulation of standards and the wider adoption of applications, and lower barriers to deploying AI in industries.
At the system level, China will focus on institutions, improve the “AI+” policy framework, work out and implement detailed plans for key industries, and formulate guidelines classifying application scenarios, providing stronger institutional support for deepening and expanding “AI+”.
