IT Home reported on November 2 that the Abu Dhabi Media Office officially announced that Abu Dhabi Crown Prince Khaled met with OpenAI CEO Sam Altman. The two held in-depth discussions on deepening strategic cooperation in artificial intelligence.
After the meeting, Crown Prince Khaled witnessed the signing of four major agreements between Abu Dhabi entities and OpenAI, covering government, energy and investment.
In the energy sector, Abu Dhabi National Oil Company (ADNOC), G42 (through its subsidiary Inception42) and OpenAI signed a landmark agreement, making ADNOC the first company in the energy sector to deploy OpenAI's frontier technology.
The agreement will integrate advanced AI capabilities across ADNOC's operations, enabling more connected operational, investment and commercial decisions to improve efficiency and productivity. The collaboration is deployed on OpenAI's GPT models, with computing power provided by inference infrastructure in the UAE.
In the government sector, the Abu Dhabi government and OpenAI launched the world's first AI-native “Machine-Readable Government” (IT Home note: MRG) initiative. It converts an established set of government policies and regulations into machine-readable form, enabling AI-driven systems to assist officials with routine regulatory compliance assessments, including those related to issuing licenses and certificates. Each assessment can be traced back to the governing rules, while government officials retain oversight of and accountability for final decisions.
Under the leadership and governance of Abu Dhabi's Department of Government Enablement (DGE), the first MRG pilot has entered production with the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA), focusing on food imports. All AI processing relies on OpenAI's localized inference residency service in the UAE, with all real-time model computation handled by GPU clusters in data centers within the UAE.
In the investment sector, Abu Dhabi sovereign wealth fund Mubadala, Inception42 and OpenAI reached an agreement to apply advanced AI capabilities to investment analysis, opportunity identification and risk assessment, supporting more informed investment decisions and long-term value creation.
In addition, Inception42 and OpenAI signed a five-year agreement to promote the adoption of frontier AI in government, business and education.
Under the agreement, OpenAI and Inception42 will jointly support AI use across the UAE's government, business and education sectors. They will work together to deliver enterprise-grade solutions to major UAE institutions, combining OpenAI's frontier models and AI engineering expertise with Inception42's applied AI capabilities and consulting-led professional services programs.
