IT Home reported on November 6 that the Ministry of Industry and Information Technology issued a notice today on strengthening network access management for AI agent terminal devices. The notice sets out 4 major tasks: carrying out compatibility testing between agents and terminals, improving network access management for agent terminals, strengthening management of agent upgrades on existing networks, and improving the mechanism for managing agent distribution.
IT Home has compiled the 4 major tasks as follows:
(1) Carry out compatibility testing between agents and terminals. An agent is an intelligent system capable of autonomous perception, memory, decision-making, interaction and execution. Agent developers should strengthen compatibility verification with terminal devices and improve management of permission use, communications capabilities, network and data security, user rights and interests, and task execution, among other areas, to ensure compliance with regulatory requirements and user expectations and stable, compatible operation of agents. Agent developers should standardize the management of agent information and display a compatibility verification list to users on the product settings page, specifying the terminal models and operating systems for which compatibility verification has been completed, to safeguard users' rights to be informed and to choose. Before an agent is listed on an app distribution platform, its developer should submit its compatibility verification status to the platform.
(2) Improve network access management for agent terminals. Conduct risk assessments, improve the network access testing mechanism for telecommunications equipment, and specify the requirements for matters subject to special provisions. Agent terminals such as phones, tablets and wearable devices with preinstalled agents must undergo agent compatibility verification against relevant standards during network access testing. They must also undergo security assessments of fraud-related risks and preliminary evaluations of anti-fraud capabilities in accordance with the law, and meet requirements for important communications work. Agents used on terminals should be assigned a unique identity code with reference to the series of national standards on agent interconnection. Terminal manufacturers should ensure that agent terminals remain consistent before and after obtaining a network access license. If an agent terminal undergoes a major change, its manufacturer should report it to the Ministry of Industry and Information Technology and conduct network access testing as required.
(3) Strengthen management of agent upgrades on existing networks. When terminal manufacturers upgrade agents on existing networks through over-the-air (OTA) updates or other means, they should submit an upgrade plan to the Ministry of Industry and Information Technology specifying the timing and scale of the upgrade, user groups, business scenarios, service content, business operating model, network and data security measures, and measures to counter telecommunications and online fraud, among other details. They should also carry out work relating to important communications at the same time. After completing an upgrade on an existing network, terminal manufacturers should submit an upgrade report to the Ministry of Industry and Information Technology. They may formally provide the service to users only after the ministry has organized an expert assessment and solicited opinions.
(4) Improve the mechanism for managing agent distribution. App distribution platforms should encourage app developers to proactively declare, by electronic signature, whether they consent to their apps being invoked by agents. Without a declaration of consent, agents must not forcibly invoke or access the apps. App distribution platforms should display agent compatibility verification lists to users on distribution pages and must not offer downloads or installation of agents for incompatible device models. App distribution platforms should strengthen inspections of the compatibility verification status of listed agents and take measures such as requiring rectification within a specified period or removing agents that have not completed compatibility verification.
